Furniture Fire Safety in HMOs: What Manchester Landlords Must Legally Provide
Most HMO landlords I talk to can rattle off their fire door requirements, their alarm grade, and their emergency lighting checks without missing a beat....
Bolton’s building stock runs from converted mills and town centre retail to the student accommodation blocks and HMOs that have grown up around the university and college. Our certified assessors carry out fire risk assessments across Bolton, giving landlords, employers and property managers a compliant report and a clear plan of action.

Under the Regulatory Reform (Fire Safety) Order 2005, anyone responsible for a non-domestic building or shared rented housing must have a current fire risk assessment in place. In Bolton that covers everything from converted mill buildings and town centre shops to the HMOs and student blocks around the university.

On 15 November 2019, fire tore through The Cube, a seven-storey student accommodation block on Bradshawgate housing over 200 residents. Greater Manchester Fire and Rescue Service’s own report found the fire, started by a discarded cigarette, spread rapidly up the building’s combustible cladding. At its peak, 130 firefighters and 45 fire engines were deployed, with reinforcements from three neighbouring fire services. Two residents were rescued from upper floors and everyone else was safely evacuated, but it was a close call that changed how high-rise evacuations are handled across Greater Manchester.
It’s a stark example of how quickly a small ignition source can escalate in a building with the wrong materials or a weak evacuation plan, and exactly the kind of risk a proper fire risk assessment is designed to catch early.
